The PHP Package Checklist is a project by Jonathan Reinink that is designed to help you go through all the steps to create a new PHP Package.

There’s a lot that goes into a successful PHP package beyond simply having some useful code. The following checklist will help ensure that your package is taken seriously by the rest of the PHP community.

The site steps you through 14 steps and includes notes and recommendations for each step. A nice site to bookmark for when you are ready to release your next package.
